Insurance Fraud in the Deepfake Era: What Italy’s New IVASS Draft Regulation Changes
On 23 March 2026, Italy's insurance regulator IVASS opened a public consultation on a new antifraud reporting framework for motor liability claims. The proposed regulation is not a simple procedural update — it signals a structural shift in how Italian insurers are expected to track and report fraudulent activity in an era when artificial intelligence can fabricate evidence at scale.
The scale of the problem
The numbers are striking: in 2023, potentially fraudulent claims in Italy reached 21% of all motor claims — up from 16% the previous year. Globally, 46% of fraud prevention specialists reported encountering identity-based or AI-generated fraud, with an average loss exceeding $280,000 per incident. Deepfake attacks on insurers grew 19% in the first four months of 2025 compared to the full year 2024.
